Nigeria’s Permanent Representative to the United Nations, Ambassador Jimoh Ibrahim, has been elected Chairman of the Fifth Committee of the United Nations General Assembly (UNGA), one of the organisation’s most influential committees responsible for administration, budgets and human resources.

In his acceptance speech delivered on Tuesday at the UN Headquarters in New York, Ibrahim described his election as both “an honour and a privilege,” while acknowledging the enormous responsibility of coordinating the committee’s complex workload on behalf of all 193 member states.

The Fifth Committee serves as the principal UN body overseeing administrative and budgetary matters, making it central to the organisation’s financial and operational management.

Expressing gratitude to member states for their confidence in him, Ibrahim pledged to work closely with vice-chairpersons, rapporteurs and delegates in a spirit of cooperation and shared purpose. He also paid tribute to the outgoing bureau and commended the UN Secretariat for its professionalism and support.

The Nigerian diplomat assumes leadership of the committee at a time when the United Nations is implementing the UN80 reform agenda aimed at improving efficiency and streamlining operations amid mounting financial pressures.
He noted that the global body currently faces a budget shortfall exceeding $1.8 billion and stressed the need for member states to meet their assessed financial obligations promptly and without conditions. According to him, the reforms are critical to ensuring that the UN remains effective and responsive to growing global demands.

Ibrahim also highlighted rising geopolitical tensions, economic uncertainties and persistent poverty as major challenges confronting the international community. He warned that inadequate responses to rapid technological developments and governance deficits could worsen global instability.

“Leadership has become a central focus of the global development agenda,” he said, urging nations to treat knowledge development as a strategic response to insecurity, development challenges and governance concerns.

The newly elected chairman emphasized the importance of consensus-driven decision-making, describing it as the cornerstone of the Fifth Committee’s operations. He said broad agreement among member states would be crucial for the effective implementation of the UN Charter and for promoting a cooperative global economy.

Drawing from his experience as a member of Nigeria’s Senate Committee on Budget and Appropriation and chairman of inter-parliamentary relations, Ibrahim pledged to deploy his experience in building consensus to advance the committee’s objectives.

He said his vision is to support a vibrant and sustainable United Nations anchored on sound stewardship, corporate governance and prudent budget management, while fostering collaboration among member states.

“I am excited to collaborate with each of you and to learn from your leadership at every level,” Ibrahim told delegates, reaffirming Nigeria’s commitment to friendship, mutual respect and the pursuit of the greater good.

His election marks a significant diplomatic milestone for Nigeria, placing the country at the helm of one of the UN’s most strategic committees at a time of major institutional reforms and global economic uncertainty.
