Dr. Leonard Oghenetega Obie, a prominent Ambassador of the African Union’s Agenda 2063 and a Fellow of the Chartered Institute of Information and Strategy Management (CIISM), has congratulated Dr. (Barr.) Fred Latimore Oghenesivbe on his appointment as the Director General of the Delta State Orientation and Communications Bureau.
In a goodwill message released on Saturday, Dr. Obie lauded Dr. Latimore as a distinguished professional and communication scholar with a reputation for excellence. He expressed confidence that Dr. Latimore’s extensive experience in public service, spanning nearly a decade, would enable him to excel in his new role.
Dr. Obie also commended the Governor of Delta State, Rt. Hon. Sheriff F. O. Oborevwori, for making an outstanding choice in appointing Dr. Latimore. He urged the Governor to continue his commendable efforts in advancing the state’s socioeconomic and infrastructural development.
“With Dr. Latimore at the helm of the Delta State Orientation and Communications Bureau, I am certain we will witness new innovations, creativity, and enhanced productivity, which will further highlight the exceptional performance of Governor Oborevwori as he continues to advance Delta State through his MORE Agenda,” Dr. Obie stated.

Dr. Latimore Oghenesivbe, Esq., is a Distinguished Fellow of the Chartered Institute of Information and Strategy Management (CIISM) and serves as the Chief Coordinator of the South-South Geopolitical Zone of the Institute. He is also a full member of the Nigerian Institute of International Affairs (NIIA) and the Association of Communication Scholars and Professionals of Nigeria (ACSPN), among other prestigious affiliations.
